ph controller

i recently ordered a 250w mh ballast from a seller on that auction
site. and they sent me a ph controller by mistake.they appologized
and already sent ballast but, asked if i wouldnt mind sending controller
to other buyer .i said no prob i allways buy from them.any how my question
is does this thing actualy control ph?its 220v so im guessing its for uk maybe?
its been a week now since i got this .maybe its not worth it for them to send again?
thier not responding.any input on how this thing works?

It is used in conjunction with a Reactor and Carbon Dioxide, you only have part of the equipment needed for it to work.
