i had my water tested today at the lfs and they said the phospahates was high but didnt explain much. what does this mean and how do i get them down and keep them down???? he said they was around 1.

Thats why your phosphate is at 1........Starting using RO/DI...In the mean time you could run some of that phosphate sponge or the pellet things...Sorry I have never used them...Kinda look like CC...Add them to the sump or fuge in a filter sock....Rinse it first in ro/di...Other wise it will cloud the tank beyond imagination
First off you need to be scolded for using tap water...theres really no excuse...its part of being a good reef keeper, its better for your tank and you will enjoy not having these problems...now on to your problem...to remove phosphates you can do a few things....water changes using RO/DI water or using a phosphate remover...such as RowaPhos or PhosBan, which is Ferric Oxide, or PhosGuard which is Aluminum Oxide.. The Ferric Oxide works much better.

yeap i do run cheato,
and for the water i know there really isnt a excuss but the nearest fish store is 30-45 mins and we go there to get salt water and i am scared to get water from walmart bc of horror stories need to just get more jugs to get fresh as well but they wont all fit in my car.
an RO unit is only 150 bucks, make your own

i got my 6 stage RO/DI unit off the e-ay site for about 100 bucks. also, if you are going to use a phosphate sponge, use the ones that are brown, not what white ones. the brown ones (ferric oxide) don't ever leach it back into the water like the white ones do.
phosphate pretty much in a nut shell leads to the growth of nuisance algaes and also slows the growth of many corals.
