There is too much missing information here to say yes or no.
RO/DI should take out everything. You should test 0. But I cant say if this is what is driving the issue, but is contributing to it.
We will need the following.
How often do you do water changes?
What are your current tank Preams?
When was the last time you did a water change.
What type of Lighting and how old?
Are you near a window?
What is your Clean up crew
Have you checked the supply prior to your tank and after to see if your supply tank is the issue?
But I am going to go out on a limb.
1 Get yourself a Phosban reactor. (This should solve it all for you)
2 Try less light per day.
3 Better RO/DI is always preferable.

0.5 isn't bad...you don't want it at 1.0
There is no such thing as a true 0...0.1 or 0.2 is really good. Depends on the test kit for lowest reading.
Overfeeding, and feeding frozen foods without rinsing is the usual culprit. If you stop overfeeding and or begin rinsing your frozen foods, the phosphates will drop with water changes.
More or better filtration isn't going to change things regarding phosphates.

just curious but what would my storage tank have to do with it?
I have a phosban reactor already it has been running for 3 weeks and i have changed the media twice as it has completely quit moving.
i have shortend my white light from 10 hrs to 6
i feed 1/2 cube of brine and 1/2 cube of mysis once a day with about 6 drops of garlic guard

i think it is starting to recede but i want to make sure that i am not fighting meself every time i add water.

Well I was curious about the tank due to I was wondering if it was new or not. Even if the tank is sealed There could be some type of build up inside. If you test the water right out of the RODI and it is 0 and the water direct from the tank has a + in it then that will let you know that the tank may have a contaminant in it.

the tank is brand new, rinsed it out with ro water and it sits in a dark room
should i have any kind of water movement in the tank?
