Well I have my full size film Canon Rebel SLR and to totally honest I very seldom will use the manual features. I mostly use the point and shoot on it unless it will not focus in on something.
My Sony is point and shoot all the time, it does come with manual setting somewhere but I have never used them.
Price range is much different here in Canada from what you all pay in the USA but I would like to look at no more than $300.00 CDN the reason I say this is for instance the Canon A710 IS is on sale right now for $369.98 CDN give that camera a few more months and it will drop in the $279.00 range. The SLR's tend to stay quite high here, the Nikon D80 is on sale for $1399.98 so that gives you some idea.
I would probably look at something of and upgrade from what I have we call them the "Long zoom range" they are not small compacts but not full size SLR's either.
I have the 2007 Consumer Report Guide they list the Canon Power Shot S2 IS and the Fujifilm FinePix S5200 as the top models in their opinion both are 12x optical zoom.
For Advanced Compact Cameras: Kodak Easy Share P880 and the Fujifilm FinePix E900
The list goes on and on
