pj cardinal question

I have 2 pj cardinals that survived hurricane Frances and one of them now chases the other a lot. The smaller one spends a lot of time hiding near my filter intake.
Is this normal, what should I do about it?
I don't want to see the small one succumb as a result of this.

How big are they? They could both be maturing males.

they are both between 1 and 1.5 inches, the smaller of the 2 is getting picked on. Geez, only 2 fish in the tank and they can't get along!
