i'm actually not going to be able to do this in cpvc after further thought. white sched 40 pvc is drainage size, which is the same size as the overflow and elbow sticking out of the top of the wet/dry. CPVC is copper tube size, which is significantly smaller so i'm stuck with sched 40 pvc.

i have all the pipe, fittings, and had to modify the tee a little (my overflow is to the left of the wet/dry, so i have ball valves on both sides of the tee in order to control flow to either side. i need to get some hangers and a union before gluing everything together.
i'm still having issues with the lights though. chaeto shows up tomorrow :p
Last question, i'm going to be putting rubble rock and some base rock in. should i put sand in still?

Yes, sand is good to use in a refugium. It helps with the pod growth. I have sand in mine.
