PLEASE! help ID this disease, and treatment

Please, could anyone help me identify the problem with my Princess Parrotfish. I had someone tell me they thought it was flukes, but I can't see any actual parasites on the surface.
Her scales around her tail are raised and white. I got her last week, and at that time she did'nt have any visable problems. She has stayed on the bottom of the tank since she was put in. She does eat healthy, and she is breathing good.
I'm not shure if it is flukes
and I don't want to treat with a formulin dip unless I am shure that it is flukes.
Are there any other diseases that would cause raised white scales around the tail?
Please help to ID and treat my baby, I really don't want to lose her. She's my favorite fishy ever!

Anyone? Please help! She is not doing well now, she started laying on her side now. Looking like breathing is a bit labored. Please I need help ASAP! TIA, Heather
