Please help my angelfish

So this morning my angel is covered in this white stuff and isn't doing too well. What is it and what should I do?

I'm not sure if he is suffering from HLLE or something else.

Is he getting any abuse from other tank mates?

Why is that fish in a bottle? Can you provide some details. Such as how long have you had that fish, what kind of tank is he in? ETC?

I've had the fish for about 3 weeks. He is in a 125 gallon reef tank. He was fine up until today eating and swimming around. We took him out of the main tank to put him in quarantine hence the jar to get a better picture.

So the fish was perfectly fine until today?? Have you noticed aggression from other fish? Has the fish been eating and behaving normally? Can you provide us with your water readings such as ammonia, nitrate, nitrite, salinity, water temp and pH?

Also, are those what spots growths attached to the fish or are they just faded white blotches of the fish's skin? Hard to tell from that pic. Now that he is quarantine, can you provide some more closeups? Is the quarantine tank well established? What have you been feeding the fish? How are the other fish doing in the tank?
