Looks like a Ambon Toby puffer. Maximum length 5.5 inches. Suitability to a tank is 3 out of 5. You need to watch their teeth to make sure they do not over grow. I give mine a little tiny snail every now and then for him to crunch on and wear down his teeth. Good little guy with a great personality.

Bluespot toby, about 4.5" max. You do need to make sure their teeth don't overgrow. Krill or shrimp with the shell still on can help this. Hardy fish, not reef safe, prone to nipping fins of fish. Bo

Fiji blue spotted puffer. We've had one about a year, real cute, and gentle, except if he gets a whiff of an invert!
Here's some info from ***********...
The Blue Dot Puffer may also be called the Blue Dot Toby or Blue Spotted Sharp-nosed Puffer. Members of the Canthigaster genus are called Sharp-nosed Puffers or Tobies. It lacks pelvic fins, but has learned to use the pectoral fins to move about the aquarium.
A 50 gallon or larger, fish-only aquarium is suitable. It may be aggressive at times, nipping the fins of tank mates, leaving a circular hole as its mark. Its teeth are actually a fused beak-like structure. It will eat invertebrates found in a reef tank. It becomes alarmed when in a net, therefore, use a container to transfer it.
When threatened or alarmed, it has the ability to inflate its body to almost twice its normal size. While "puffed up," its spines are held straight out from the body to discourage others from trying to eat it. Parts of its flesh are poisonous.
The diet of the Blue Dot Puffer should include finely chopped meats.

Grouperhead, 4.5" max, you would think that they could be kept in a 3ft 30g, right? So, how come *********** say 50g?!
And do you think it would try to nip the fins of my dwarf fuzzy lion?
Do they readily eat frozen foods? Or, can they be weened onto frozen foods?
Also, would my big (4.5") hermit be safe?
Thanks for the help...

Although there will be different opinions on what it is/what it's named, it's still a toby :D It won't get over 6" and will most likely end in the area of 4-4.5". I have one that looks a lot like it, but it's a fingerprint toby. (canthigaster compressa) There are a few tobies that look a lot like that however, and about seven billion names given them all :D
To answer your questions: Yes, it would probably nip the fins of your lion. Mine picks at my ribbon eel occasionally.
I've never had a problem with mine eating frozen foods. It's insane over krill and squid. But it could just be my fish. If it doesn't readily take to frozen foods, you can always throw in a ghost shrimp to get it eating and substitute. They eat quite a bit.
I think a hermit that large would be safe.
