Yes,just have to use an input to monitor the power and if power fail just keep using upc and program the relay to kill everything but the power heads until power comes back on assuming that upc will last until then.

Keep in mind that smart relays are not designed for aquariums, this is just a generic solution to a lot of automation problems related to them so i am not sure how far you can make it work. You can also check out the reef keeper II but you are talking about $$$ now.

Reefkeeper II is actually a little less than what you have got into your system (about $270), but does not have near the expandibility that the PLC has. I am actually looking at the Reefkeeper Elite which is almost double the cost but it will do everything that I need it to do but now I am looking into this smart relay too since from your description it may do what I need it to also and maybe save some money in the process.

Horrible advise.....the man is building a his personal Saltwater NORAD. This kind of do it yourself thinking always needs to be encouraged, never reminded of cost...He already will have a wife that can poke in over his shoulder and remind him of where to go and buy one.
Nice build.
Just a quick question? Have you called around any HVAC or sheetmetal guys? Even small outfits tend to have random stuff around the shop. A small stainless box should be available for a song from someone in the industry.
