Using GE silicone 1 clear
I'm guessing from what I've read this is good and reliable
however can it be in contact with the water
and will it hold a pvc plug in a bulk head??
Please answer both

it sets pretty fast, but i would let it cure at least 24 hours before adding water, preferably 48 hours. as for holding in a plug, it should, but a better option would be to replace the bulkhead with a threaded bulkhead, and then get a screw in cap so you can be 100% sure it will not pop out accidentally. if your sump is already drained, this is the perfect time to switch bulkheads.

buy new one
unscrew the two halves of the one you have now
remove it
thread new piece through
screw on cap
i like to use teflon tape to get a nice water tight seal.
also, if you take your old bulkhead to the plumbing store with you, you can compare it to the new ones and make sure you get one exactly the same size.
