If you are talking about the ones that "absorb phosphates and nitrates", they are marginal at best.
They will clean up the water and absorb a small amount of both, but is no match against really high of either, and certainly not as good as proper filtration set up, proper replacement water, not overfeeding and maintenance practices.
They do work well for touching up and getting smaller levels to zero.

I believe in poly filters 100%. I actually found out about it on another web site, I was having problems with the nitrates when I first set up my tank and Bob Fenner himself recommended them. I use them constantly in my hang on filter along with charcoal. Just remember to change it. I do mine every 30 days. The nice thing is you can cut to size.

I found one amazingly helpful when it identified a copper problem in a tank that 1) shouldn't have had any copper and 2) was having unexplained invert losses. I threw one in for the heck of it and low and behold....a pretty blue.
I don't think they replace good tank maintenance, but I do think they work for some things
