Porcupine Puffer

I noticed on my puffer he looks like he is not letting all of his water out he has a bu,mb on his left side near his tail. It looks like a big tumor. Is this normal or what is wrong?

It looks like he is young and can't control all of his bladders yet or something. He is fine it comes back once and a while but he is alright.
