Possible Broken Ballast?

Hey guys, I wasn't sure if I shoud post this in the nano or lighting forum, so I just put it in tboth. Anyways, I have a 14 gallon Biocube with 48 watts of PC lighting. Now, the slot for the actinic bulb still works, but the lights stopped turning on, on the side for the daylight bulb, but the fan still works. Does this mean that I need a new ballast or something? I checked and there is nothing wrong with the bulbs. What should I do!
