That is a Commersons Angler...he was just a baby at 5" long. They'll reach lengths of 12" - 14" and be as fat as a football.
And yes, they'll eat anything that's the same size as them (meaning that if the Angler is 5", they're more than capable of eating another 5" fish). That's just another reason why Anglers are a species only tank fish.
