Posting Pictures

How exactly do you post a pic... You click on the img button then the java script thing pops up and say put in the text thats going to be formated...? I don't understand

When posting scroll down to "Attach file" and click on "Browse..." its has to be at most 500X500

how do i get it that size i try to use the programs they say to use, i don't have those though. when i use a program, open office, and save it as pic.jpg then try to put it on the web site it doesn't work
