From the day I got mine till the time I had to get rid of mine ( he just got too big) ! I had no such issues. Mine always seemed to be hungry, we even nicknamed him "Piggy".
A lot of folks seem to have trouble with this fish, so called Ick magnets etc. . But from what little I know about them, I think careful handling and tank introduction are keys to success....... Good Luck Hope he soon eats........... Warren
Try live brine. Irresistable to all fish. I get them at my lfs. I turn off all pumps and powerheads like sounding the dinner bell. If you turn off the powerheads and he doesn't come out then trying doing it with the powerheads on.Then wait for them to come up and get it. Also I don't what else you have in your tank but chromis are great at getting them to swim out in the open and feel comfortable.
I would also suggest live brine just to get it to eat, but like most will tell you it should not be the primary food. I had good luck with my PBT and he eats anything and everything. But I do feed a wide variety of frozen food, pellets, flakes, seaweed, and everything is soaked in vitamin supplements. I know that I got lucky and I am also aware that I will need a bigger tank sometime soon, but I got mine very small so I still have a few months. Good luck with the live brine, and I hope that yours will start eating soon. Powder Blues are my all time favorite fish and in my opinion one of the most beautiful fish in the ocean. Here is mine
