Power heads and water flow

Okay dont roll your eyes
But is it okay to use my power head (maxi jet 900) to "flow" over my LR?
My live rock is covered with ...I forgot the name..for that brown alge.. My tank is a 55g and 4 weeks in to its cycle.
Oh and Can this pump be submerged.. not alot but some water over the top.. to change the flow direction...oh and is that okay, ya know to change the flow direction?
plus can I change the water flow

I am not really sure of some of the things you are asking. I wanted to say that you can fully surmerge a maxijet. That is how it is intended to be used.

These all are fantastic newbie questions. Powerheads are usually intended to be submerged, so should have no problems there. You want to change the flow of the water, but how much? Which direction? These are the questions I think you are asking, because these are the same questions I have.
When you say brown algae are you thinking diatoms? or another brown algae?
Maybe someone else can explain how they "flow" their tanks, because I think this is what she wants to know, and so do I. :)

I have placed my powerheads so they are just below the water and aimed the opposing wall.
This way the current bounces off the farthest wall and circles the tank, creating current for the fish.
I don't know what size of tank you have but I like to use smaller powerheads rather than one bigger one. Having one on each side of the wall and aimed towards the middle also can help create movement.

you can use a turkey baster to blow off the diatoms from the rocks without making to much of a mess. I had 4 small PH's in my 55, 1 in each corner and angeled differently so there were no "dead spots" with current.

it all is helpful
I left my powerhead flowing on some of my LR to blow off some of that diatoms stuff and woke up this Am to a bunch of LS on my rocks

Now what do I do about that????

Take a turkey baster and blow water over the rocks so you can target the spots that need it.
The sand will fall back to the bottom of the tank.

Another thing with powerheads. If using them for water movement be sure to use one with a covered inlet. I have lost fish to powerheads with open inlets.
