powerhead in refugium?

Good move, I guess depending on the size of the fuge. If it's a little HOB and you put a K2 in there, its too much, but anything under the lines about a flow rate of 30x, should be fine.
Having a powerhead in the fuge is really IMO the proper way to do it. Too people have mega flow rates through their flow and it never gets the chance to work effectively. You only need about 200gph through a fuge, depending on size, and the flow rate inside the fuge should be higher.

if u hv macroalgae in it, then its good to hv more flow. i recently increased the flow inside my fuge, and the cheato grew way faster than before.

I have about 250-300gph through each side of my sump. Its a 55 gal for a 125DT
Each chamber is approx 20 gal so I'm around 12-15x turnover.
Slow flow is key to a successful fuge. Read up on it enough and you will see more people support this theory than having water race through it.
Adding a power head inside is not a bad idea, doesn't hurt to have the water that's in it already churning. If you have the ability, set your power head at a 45 degree angle towards one of the walls. The water flow will bounce off at a 90 to the next wall and so on. By creating a "Whirl Pool" you can balance your chaeto ball to spin in a circle. This is the ideal way to make it grow. youtube has some good videos on how to do this.

I have a 5g HOB fuge on my 35g scorp tank. Thinking of adding more flow. U guys think a koralia nano would work or just upgrade the pump. Sorry for the thread jack. The fuge is 24"x5"x12". I have chesto in there and it's not tumbling like it suppose to.
