Wow, u certainly are a female, can't make your mind up for anything. That's one of the reasons I'm always single, lol. Ok, I would go with a minumum of a pound per gallon on the rock. As far as base and live, a minimum of a 1/4 of total rock volume needs to be live. The more of it that's live, the quicker the cycle, in theory.
I have heard Maxi Jets are terrific. I would get two PH's, both of them should add up to atleast 460 gallons per hour, since it's a 46 gallon. IMO there is no reason to go with three, because you are going to have one additional type of flow, ie...return from the sump, or HOB skimmer/filter.
I personally am using an AquaClear 301 and an AquaClear 402 as my providers of circulation, I'm pleased with them, but I'm not sure how they'll be in the long run. I have heard that the Maxi-Jets will last for what seems to be forever.

Whatever base rock you think looks nice. little bit of live to seed the base.
again add plant life right from the start.

I have aqua claer 4000 and they are fish killers. get a powerhead with a basket or something on the bottom so the fish will not get sucked in.
1.5lb of rock would be good

Yeah, come to think of it I did have to put a strainer on my AquaClear 402, it ate a peppermint shrimp and two Mexican Turbos in the first week.
