Private messages?

I didnt know which forum to go under so i chose this one. How come i cannot send or recieve private messaages do i need a certain number of posts. It always says something about how my aministrator doesnt allow that or something.
????

Something about not wanting it to turn into a chatroom sorta thing. People are bad enough announcing "you got mail", and as stated before... NOBODY HERE CARES if you got mail. So my GUESS would be that if the PM's were allowed, then it would be ten times worse.
