protein skimmer / filter

I am new to this hobby just about to purchase my tank (30-50gallons). I was wonder if I need a filter and a skimmer or just a skimmer??? I plan to have a reef setup if it matters

You need both. I would buy the best of the both you can afford. If there's two things you definitely do not want to skimp on its filtration and your skimmer.

some ppl use live rock and a skimmer and no canister or HOb filter. but i like all of the above personally.

Get both. You can't have too much filtration. If you're planning on a reef your water quality is EXTREMELY important.
