Protein Skimmer trouble

I have a new protein skimmer, the collection cup fills up with foam and water, i was told that it will need to slime up first before it will work properly (stop the water) is that true? i need to keep emptying the cup as it fills up with water.
its a : aqua medic turboflotor 1000 protein skimmer

#1 check to make sure that the air line tube does not have any obstructions.
#2 Dial back your pump with the ball valve until you reach your desired wet or dry skim
#3 Read your skimmers instructions and follow directions carefully.

#2 above is the primary reason for the overflowing collection cup. #1 & #3 are contributing factors.
Start with lowering the water level in the skimmer and then proceed to #3

i know it has a 4-12 hour break in period but its been 3 days now (it hasnt been on the whole time) and im still getting way to much water in the collection cup. ive gone through the instructions but they are very confusing for a begginer. ive tried adjusting a few things but seemed to make it worse. i am certain that it is put together correctly. should i just let it run a bit more? theres nothing in the tank but live rock at the moment.

Try and raise it up a bit more out of the water to lower the water level in the skimmer body! E.g. put some stacked eggcrate under it or something.
Also as previously stated, tuning down the bubbles with the air valve may help! Skimmers can be touchy so do some minor adjustments, wait a day and the next day do ur next minor adjustment...eventually u will find ur happy median or "sweet spot".

ive tried adjusting the water flow and dosent seem to work, i'll leave it running over night and see how it goes i guess
