Protein Skimmer

I'm trying to understand the theory behind this protein skimmer. With the adjustment pipe extended to the top of the skimmer and it being "T-ed" off with another pipe going down into the water. Does the pressure force water up through the top of the adjustment pipe? Or does it go through the T and down the return pipe back to the water? Anyone with this type of skimmer please let me know. I'm thinking about converting my skimmer to this style.

The water will come out the bottom pipe, the pipe that extends up to the top is a air excape. The thought is it cuts down on the micobubbles sent out the output pipe back to the sump.

In order to get it to foam correctly, is there a certain height the adjustment pipe has to be set at? From the looks of that pic, the pipe is extended to the top of the skimmer.
