No. There are lots of puffers that stay small such as the valentini, honeycomb, hawaiian, etc..
Just look at their max size and if it is under five inches.... you can go smaller.
I bet a valentini could live in a 40 gallon. They say they get 4 inches but I have never seen one that big.

Thank you sooo much! I'm working on my first saltwater tank and I'm trying to decide which fish I want.

Actually, the porcupine puffer arrives at 2-3 inches. It grows to about 18 inches.
You may need to find the puffer that you want and then search the net to see how big it gets.
