Puffers need much larger tanks that 10 gallons

I really wouldn't recomend one in anything less than a 55 gallon.

I'm going to disagree slightly. There is a type of freshwater puffer that I have heard of aclimating to saltwater.
I have heard them called Pea Puffers. They are very tiny puffers. They would do fine in a 10 as long as you can slowly acclimate them to the salt water.

there are many types of brackish water puffers that if given enough time to aclimate can go either fresh or salt water some other similar types are the figure eight puffer and the leopard puffer

I would not attempt to put any of the common puffers in a 10 gallon. If you can find one that stays very small and is not aggressive, go for it.
