So, you are saying as long as he keeps up with his WCs he can have an angel in a 14gal tank?
im not saying that. im saying if he does proper water changes then he should be fine with the fish he has. i forgot to mention that.

I bought a randalli pistol with my watchman from SWF but they gave me one that was at most 1/2 long
I put it in the tank and haven't seen it since... (it's been 2 weeks) 
i hardly see mine but i do see usually when i feed the tank

For one, you are not the average hobbyist. In all honesty, I would never put an anthias or an angel in anything less than 30G. A 14G BioCube (which I own) is no longer a 14G tank once rock and sand is in it. At best, you'll get 12G of water out of that size tank and that is not nearly enough for a pygmy angel. Keep in mind that Pygmy angel fish need establised tanks (and 2 months is not a FAIRLY ESTABLISHED tank as the OP calls it) and a lot of swimming room and live rock to pick on, none of which can be provided by a 2 month old or a 2 year old 14G BioCube.

I have the same pistol shrimp in my 14G. My fist one was very small and it got into the back grate (on the right hand lower corner if you're looking through the front glass. He's probably in there. Do you ever hear snapping still? It was a PITA to catch him and get him out of there. I ended up cutting out the entire grate on the bottom, fill it with sand and make it his cave. Not worth it for a shrimp I barely see.

why would you say im not an average hobbyist when you know i have a 28g tank. ii may be off 2 gallons but again ive been doing this for a while. im not saying im a expert but i had the same rock and everything in the tank for well over a year. remember i transfer the rock and everything inside over 3 tanks. i always do my proper water changes and still do many things that im not supposed but i do it since i have many sps.
many people say dont put this there or too much rock or too much this or to small of a tank but you gotta understand. every fish is different. just cause you have an anemone doesnt mean a clown will get in it. just cause you have a 150g tank doesnt mean you can put a tang and it will live better then if it was in a 55g tank. thats what i hate. people going by what they read. yea i understand it good to know and im not trying to fight or anything with you but again your saying have an anthias and a pygmy angel in 28g is bad when i have them for almost 3 months in that setup and had them for 5 months in a 29g. so i dont know why your saying im not an average hobbyist when i know what im doing and going with my experience and not always by what i read. and corals are the same way of fish. you can only have SPS with Mh yea for some reason they grow with powercompacts but turn brown.
