Is it a new skimmer? If so it can take a couple days to settle down.
What kind of skimmer is it?
Does she add any slime coat or dechlorinator? This will cause a skimmer to over flow with foam.

how do you control the flow. If the valve is on the output side, I would close down the output flow till water starts shooting into the collection cup then open it just enough to stop from filling it with water. Or if the valve is on the intake side it will just slow down the water flow and drop the running level in the skimmerthen wait, see and report back. I have never used this skimmer and its design is alittle funky without actually seeing it in person.

I thought the skimmer cup was over flowing. What you are fighting are micro bubbles. I looked this skimmer up and it does not look to have any adjustment. If nothing has changed and this just started I might try cleaning the skimmer. The only other thing I can suggest is slow the flow going through the skimmer.

I have the same problem with a reef octopus skimmer.
Not new and no adjustment for flow. I guess a new skimmer
is the only way out. Any suggestions on a new skimmer
for a 75 gal. Hang on back is necessary and rating needs
to be for more than a 75 of course.

What model Octopus do you have? I have two of them and do not have micro bubble problems.

Do you need a hang-on skimmer or can you use a sump based skimmer? How heavily loaded are the tanks and what do you keep in them?

i and my mom also would prefer hang on..... her 125 gallon has,,, im going to guess and say 100-120 lbs of live rock,, she has 2 leathers, mushrooms, 2 bubble tips which started as 1 and split and made another,,, she has 8 fish,, its not over loaded she still has plenty of moving room in her tank for the fish to swim and to add more corals... mines a 150 gallon and im going to say about the same amount of rock give or take some not completely sure on either one of them,,,, i have a long tentacle anemone,, 9 fish,, mushrooms, leathers, fox coral, cabbage leather,, tons of xenia which multiplied like crazy after i put it in there,,, recordias,, it sounds like a whole lot but its not too bad i dont think.....lol.... oh and a clam and frogspawn,, a open green brain,, some zoos,, button polyps,, yellow polyps,, i think thats all oh and the usually inverts snails,, crabs,, 2 starfish,, and thats about it ,,, i think...lol.. i hope this helps some......

Both of your tanks are pretty big for a hang on skimmer. If you have the room I would suggest adding a sump and getting a sump based skimmer.
If that is not an option here is a list of good skimmers. Bermuda ROGUE at $310. Deltec MCE600 at $491. Warner Marine H2 at $300. The H2 has a great pump and good design for the money. ATB has a conical skimmer coming to market. I suspect it will exceed the $600 range. Best bang for the buck is the Octopus hang on skimmers. For those tanks I would suggest the BH-300F at $199 or the HB-800S at $239. The 300F uses the cheaper Resun pumps but it does the job quite well. The 800S uses a Sicce pump. This is a great pump but it almost overpowers the skimmer body.
