Is it true that if you don't have live sand but you have live rock, the live rock will convert the sand to live sand?

I don't know if the word "convert" is the correct way to define it, but as your tank matures, yes, the dead sand will start to "grow" and harbor pods and critters of different sorts.
IMO, i would at least put a few pounds of "live" sand with the "dead" sand to increase the "growth" of your subtrate.
