Question about Overflow

Hi Everone;
I have a question about overflows. Why do most people who have drilled tanks have boxed overflows and not just a strainer?
What is the difference?

because the holes need to be drilled a certain distance from the edge of a tank. that will bring the water level way down. probably 2" down or more.
the overflow box keeps the water level high.
that's my guess.
