could be your internet connection....
when you are in game press tab and check your latency... that could very well be the problem...
whenever i play im usually the lowest ping on the server.

What's the video card called? I've never seen one with more than 256 mb video mem. Chances are it would be out of my price range.
I've been looking around and found an ATI Radeon 9550 256 mb for $130. That's just about all I can spend, and even that I am hesitant because I am still not 100% sure the video card is the problem.
Would old/overused video cards become sluggish and slower over time? Some of my past games that my video card used to run perfectly now lags also, even StarCraft which is no way connected to HL2, CS:S, or the steam engine.

My latency starts out around 50-60, then after like 5 minutes of playing I begin to see the lagging and my latency goes up to 170, and I've seen it go to 300+ before.
I have cable, even went to my friends house and used his DSL and had no change. Thx though.
And BTW, my FPS rate is at 48-50, lowest video settings.
