You can, some are more aggressive than others and its recomended to add the damsel last as they tend to be the more aggressive ones.

A common occurance, people use damsels to cycle their tanks not taking into consideration that you may not want that fish as part of your community. However not aware as to how hard it would be to remove one once all your LR is in there and in place. Another reason why cycling a tank with damsels is not recomended. You can try to get a clown larger than the damsel, that might work too.

Yeah, it's going to be risky with any new inhabitants when you already have a damsel in there. The damsel is going to be very territorial and aggressive. This isn't so bad if you get a large clown that's already semi-aggressive or aggressive on it's own, like a Maroon, Tomato, or Skunk.

Although I wouldn't recommend it, i have two damsels and two clowns in my tank (30 gallons). I really think it just depends on the fish themselves, because at one time I had three damsels and one beat the tar out of all the others, after taking him out they all get along. Once I added my clowns I was afraid of them fighting, but they get along fine.
Just depends IMO. But dont' risk it :)
