Doubtful. Those are Standard HO ballasts for regular 8' flourescent bulbs. They are designed for Comercial 8' NO flourescent light fixtures. I believe they are considered HO because a normal 4' bulb puts out 40 watts, and an 8' puts out 95-110watts depending on the bulb type. I also think the starting power requirements are greater for VHO bulbs....
Other things to consider is where are you going to mount the ballast? These are not designed for Wet locations(they are not sealed), so they could easily short out and start a fire.

I would look into a workhorse 7 ballast if you're lookin to save some money ... I use 2 of them for 4 110W VHO's. They have worked great! I mounted them outside of my canopy to make sure water does not get to them. A lot of people here use the workhorse brand. You can find them for $40 on ----, or other places. HTH
