Re-starting my 12 gallon CAD Nano

Okay so after many fails and not enough time- I have time now and want to re-start my 12 gallon CAD Nano. I don't know what I was doing wrong last time but I need as much help as possible!!!
 
I had the back of the tank used to house the heater and use as a fuge- it came with bioballs but I never used them and added some LR rubble in the back, purigen, and chemi-pure elite. I tried to keep chaeto back there but it NEVER seems to live for me!!! So should I try this set up again back there- or use the bioballs? I am taking out all of the sand because of how much algae I had and not sure if there was any disease in the tank. I will reuse the LR pieces I have.
 
 
So how would you do this set up??? Would you empty out, dump sand, wash out, fill back up, and try again? I really want this to work this time and I am being patient. I know it has to cycle before even thinking about fish. I added picks of the front and side of tank and back fuge area. Thanks in advance!

i agree with nano, dont use the bioballs since it will contain nitrates. but the chaeto should be growing this time. maybe the last time you had the tank running it didnt let it grow

Oh sorry guys...I never used the bio balls. They came with the tank so I just put them aside in the drawer.
 
The first compartment has the maxi 1200, chemi-pure, purigen, and floss. The second has sand right now and will be adding some rubble this week. The third is the return and where the heater is. I will be adding chaeto to the 3rd. Last time I just put it in there- should I put it in a cup with holes- I have seen that before.
 
 
I got new live sand and cleaned out the tank, filled back with sand and r/o and got the tank going. Things look really clear.

Kelly, If i was you i wouldnt add any rubble in the chambers either.
 
I dont think u need to add cheato in the cup, just make sure that you got something to prevent the loose cheato chunks to get clogged in the return pump.
 
More flo the better for cheato
