Maxi jet or Penguin but dont go any cheaper because they start to get noisy.

+1 by time you buy a maxi-jet and mod kit you will have paid for a tunze. I just used what I had laying around.

I was just kidding, actually. One tunze powerhead can easily cost $500.
Maxijets do the best on a budget. Second best but a little more are Hydor Koralias.

Hydor Koralias are great....spend the extra couple bucks and buy one...they look nicer too...
