Red and Green Algea

I have tried everything the local pet stores have offered (TLC and Chemi-Clean) and still have red almost black algea on my sand and green on my rocks and glass... HELP????
My tank has been up and running for one year. Everyone kept telling me it was part of a new tank and would cycle out. That has not happened! I do a 10% change every month, and keep my Ph at 8.2, my salinity at 1.023 or 1.024

have you tried plants?

Do not know the nitrate level.... I know I should..... I will get that checked ASAP.
I use distilled bottled water.... NEVER tap or well.
I almost looks like I need to get some plants and crabs to assist in the clean up from all the messages I'm reading

Have your water tested for nitrates and phosphates. That will be a good starting point.
What kind of cleanup crew do you have (snails, crabs, etc)?
"Plants" or macro algae will help but that is only one of many things that can help control algae.
Also, tells us about your setup... Size of tank, skimmer?, sump?, wet/dry?, etc.

I bought the tank (30 gal) new last christmas. Didn't put any fish in until mid- March (3 Damsels), 2 died within a couple of weeks, but I still have 1 yea!!!! I have an Emperor 280 bio wheel. I do NOT have live rock or plants. The lights came with the tank...
I currently have 3 snails (they can't keep up) The damsel, 1 clown and 1 angel.
I have lost a sweet lips, mandarin, coral beauty.

May want to consider adding a couple of pounds of live rock to help balance things out. Read up about live rock first to make sure you understand it.
Get a test kit as well so you can monitor Nitrate / PH / Ammonia.
Replace the bulbs in your lighting, after a year they may be loosing some of their intensity (mentioned above).
Get a power head or two to improve water flow in the tank if the emperor is the only filtration you have. Maxi-Jet makes great PH's get 2 600's that'd be about right. Put them in the back of the tank aiming toward the middle front of the tank.
Do you use a carbon filter or any chemical filter in your biowheel?
Do you have any decorations in the tank at all?
What is on the bottom of your tank (sand, crushed coral)?
