red marks, rash above his eyes

I have a lemon peel angel in quarantine now for one week, he hasn’t eaten yet even live shrimp since he arived. and now he is getting red marks like a rash on his head and above his eyes. what do i do?

It could be the start of HLLE. There can be different reasons for this disease to show up. Poor water quality, lack of proper food, the use of carbon.
If your readings are high for ammonia, nitrite or nitrates, then a water change is in order, and parameters need to be monitered until these readings are normal. Especially in a QT tank. Has this tank been cycled? You might need to do even daily water changes if it hasn't.
You said that the fish is not eating yet. Have you tried one of the frozen (thaw first) mixes? Live brine shrimp? Don't overfeed especially if the tank isn't cycled.
Carbon has been linked to stripping the slime coat off of angels and tangs. If you are using this, you might want to stop for awhile.

I had a problem with my yellow tang developing red dots above his head and eventually they began to run down the lateral line of the fish and erode away and it was hole in the head disease. In my case I had a piece of equipment sending of stray electrical currents and when I fixed that he got much better. If you can find a copy of the Marine Aquarium Handbook it has a pretty good section on diagnosing illnesses and how to treat them
