Red slime algae problem

Hi! I don't have a reef tank but not sure where to post. I have a FOWLR tank that has been up for about 4 months now. It had alot of red slime algae growth on the LR and Live sand. I got a longspine black urchin (had it 2 weeks) that is clearing off the LR but seems to be lacking behind a bit. The sand is the real problem as it continues to grow and my LFS told me to move the sand around, which I do daily but it is back the next day. It seems to be getting worse. I also have 3 turbo snails and an asteria snail.
Water quality is good.
Tank info = 46 gallon, 305 fluval canister filter, protein skimmer and a Hydor 600gph PH.
Any advice on reducing the Algae?

you need more power heads to move the water in dead spots. also to kill the red stuff try this Boyd Chemi-Clean it will work.

Any PH that you would recommend? Should it be more than 600gph with a 600 already installed?

Also - being a newbie - should I worry about this red slime causing issues on the Live sand or elsewhere?

One other question. Will the chemical red slime removers hurt the fish, inverts or throw off the water balance?
Again, it's not a reef tank and don't have any coral.
