crazy glue gelbut I like IC Gel. ITs for fish tanks and about $5. Works better than crazy glue.
You can also get some reef safe 2 part epoxy.

i need to secure alot of rocks to rocks.
i want to make hanging clifs. and stuff, so it needs to be strong.. and crazyglue will cost a fortune.

2 part epoxy is the best imo.. then you can use fishing line to tie them.. then maybe 'stuff stuff' the foam thing.. but you have to do it out of the water... maybe ' peg' them together?? drill small holes in them with a mason bit then use small hard airline to 'peg' them together... portland type 1 cement id reef safe after you cure it.. ( the same cement used for diy LR.. curing process take about 3 weeks.. 2 weeks fresh water bath with water changes and another week in salt water to make sure everything bad leeches out .. you check by it's ph) personally... id do the 2 part epoxy.. get 'aquamend' from HD for like $6 a tube...

Aqua Medic "Reef Construct" is really good, its a two part epoxy and forms a strong bond in or out of the water
