when seting up a reef tank to contain coral and inverts + fish. what water specs are most ideal, and what should i test for.

This book will get you far and it's important to understand why certain levels are important.
My Opinions:
Temp: 80 - 85F
Ca: 400 - 450ppm
ALK: 2.5 - 3.5Meq/L
Salinity: 35ppt
PH: 8.0 - 8.5
Ammonia: 0.00ppm
Nitrite: 0.0ppm
Nitrate: < 10ppm
Phosphate: < 0.1ppm
