Can you refreeze frozen food(silversides) after it has somewhat unthawed even though it was sitting on ice for about 4 hrs?

That is iffy, Most will say it is fish food, no big deal. But I have known people to have problems when their silversides and krill have thawed a bit. So I would say pitch it. Loose $20bucks in fish food, or risk loosing $200 bucks in fish.

eh, my prime reef has half unfrozen many times and have never lost a fish because of this. If you are uncertain, or if it smells then toss it.

I'd say if it smells bad it should be thrown away. Otherwise I think it would be fine. A few hours on ice isn't that long.

It's illegal to sell refrozen human food due to possible bacterial contamination.

little trick i was taught is to take a scrap piece of 2" pvc, wrap a thick rag over the end, rubber band it on. then use a sharp butcher knife and use the contraption as a hammer to force the knife through your frozen food. that way you don't have to thaw it all for you to use it and you don't damage the knife.

I would say your food isnt 'bad' as far as technecalities go, you can leave food out for four hours before it spoils but if you had it on ice I'd say its all gravy.
