Refugium Lighting

I am interested in converting a 10g tank to a refugium for my 75g. I want to use it mainly to supply my tank with more copepods. Can't decide between mud with macroalgae or live sand with LR and plants. How many watts of lighting would be required for something like this? Should I use PC's? I want to make this relatively inexpensive.

I would skip the mud and go with LS, for some reason the chaeto responds very well to 6500k lighting and you can get a really cheap freshwater light using a 2x9w 6500k fixture, they cost maybe $20-25 and work perfect for a 10g tank.
