Refugium Question

I am thinking of taking down my refugium and starting it over. Because I do not think it is working right. There looks like there is a layer of murky water right above the sand bed. And I do not think that water flows to good through it. So I am wondering how to save the copepods that are in it, because I am not wanting to pour the water in my tank since it looks like it has a murky layer of water. Thanks for any advice.

It will be near impossible to save all the pods. Enough will survive in any macroalgae and/or rock that you have in the fuge. Have you considered just putting a small powerhead in it to give you better circulation?
