refugium??????

I have drawn up an idea of what I have for a refugium that will use gravity to get the water back into the tank. The main tank is a 29 gallon, and the refugium will be a 10 gallon tank. How big up a pump will I need to get the water up approx. a 2 feet? Do I need to have something on here incase the power goes out so I don't have an overflow into the main tank? I am new to this idea and would like to know if this idea will work. The whole meaning of this is to get a good colonie of copepods to feed a Green Mandarin. Would I be able to do this?

IMO a 900 to 1200 ph will work, do not need big flow in fuge.
But what do you thing about 3/4in pvc for over flow back to dt.
And if the ph is at the bottom of the DT if the over flow stops water will overflow. So put it at the top.
