restarting my saltwater fish tank after I gave up on it

Hello I need some help and advice I got a 14 gallon biocube back in march I filled it up bought three small live rocks and live sand and put it in but I never did anything more after that. I have not done a water change or cleaned it. even have not put the light on since late april and the rocks are covered in live sand what do I need to do to restart this project and get fish in it.

I would add macro algae protected with a partition and some side lighting to keep it growing.

then wait a week and try a male molly. Don't add food the first week then feed only a single flake per day.

Once you get the molly to live 3-4 weeks try marine only fish.

Do a water change. Your live rock and live sand are pretty much dead now since you haven't fed the tank; I'm assuming from what you said? If it were me, I'd start over, keeping your rock. New live sand, new live rock and you can add your existing rock which will be seeded by new rock as long as you start feeding your tank so that the creatures there have a food source. Once that is established and cycled, then you can plan out the fish you need.

I would suggest also setting up a quarantine tank since fish will come home with fish diseases more likely than not.
