Yes, there's usually instructions on the bag that tells you to rinse before putting in your tank

Do NOT rinse it with tap water. That will kill off whats living on it. A lot of people will rinse it with saltwater from the tank thoguh. This is off another site.
Live sand should be well rinsed in saltwater to remove any organic matter that may foul the water in the aquarium. After rinsing, the sand may be placed directly in any marine aquarium.
Remove the bag(s) of sand from shipping box and dump sand into a new 5-gallon bucket, filling the bucket 1/2 full with live sand.
Add saltwater from the aquarium until the bucket is 2/3 full of water and sand.
Slowly stir the sand by hand until the water within the bucket becomes cloudy with debris.
Discard the dirty water in the bucket, and place the sand back into the shipping bag.
Submerge the shipping bag to the bottom of the aquarium, and slowly dispense the sand evenly over the bottom of the aquarium.
Repeat steps 1-5 until all of the sand has been placed into the aquarium.

agreed....there is no reason for you to rinse live sand whether you do it with saltwater or freshwater.

Though it's not necssary to rinse it with tank water, there can be die off in it that could foul the tank from what I hear.

it's not enough to foul up a tank that is already established which is a waste of time or if it is a brand new tank that die off is something you want to start the cycle.

All sand will become live over the course of time. You can also add a little live sand to it, to help make it live faster.

all sand turns live after a while, the difference between turning sand live and buying live sand is the sand that you turn live just has the bacteria that makes it live. the live sand you buy has that bacteria already, but also has little organisms that are little crustaceans and what not that eat waste that collects in the sand. if you want seed "dead"sand with live sand which is a route to go so that you can have the same organisms multiply just the same.
