What temp is the water that is going through the membrane? IIRC, in order to get to a 2:1 or 3:1 ratio you need a certain pressure AND temp. I don't recall the exact temperature but it was something like 70-80 degrees.
Where are you getting line temp. like that? Are you preheating it first?
