I have a 20 gallon with some live rock and two clowns. A friend of mine gave me some small tufa rock, dry, never been in the water. Is there anything I have to do before I put it in my tank?

Cure it. Put it in some kind of tub, garbage can, or container filled with saltwater, the rocks, a powerhead, and I think you'll need a filter and lights. Then after a few weeks the ammonia and nitrite levels should go down to 0. Test it every week. Then when it has you can add it to your tank.

even though it's never been in the ocean or salt water before I still have to cure it?

Just rinse it with hot water...if you are unsure as to whether it has been contaminated with any chemicals..scrap it.
