rose anemone tentacles

i have a small problem with my anemone, the tentacles are not fully extending, is this a sighn of too much phytoplanktin or somthing odd with the water but other than that everything is thriving. any help will be much appreciated! Thanks!

i have let the phyto levels drop and his host has been feeding him the mysis shrimp, and for the last day has been walking around the tank and the tenticles have returned the the right shape and size. also i noticed that after he became more healthy that my clown cuddles him a lot more
