I find it hard to believe its lack of light Beth. You have more lighting than I do, but then I don't have the Rose. I think we went over this before but:

Ph value ok? 8.3 8.4?
salinity about 1.024-1.025
Light bulbs less than 6 months old?
Alk and calc ok?
No domestic violence between clownfish and anemone?
Chemical warfare situations?
Regular water changes to keep other trace elements in line?
With enough light you really don't need to feed the E.Quad very often, and you should have enough light as I see it.
No direct current but more indirect?
If you suspect the water for any reason and you tried all else. Run a polyfilter for a week and see if there is any change. Can't hurt.
